This is just an idea but you might try drilling the head off the screw then lift the base off the rifle. You want just the head removed so that you have enough threaded stock to grab with a small needle nose vise grip plier.
Before you drill it. Whack it with a hammer & punch fairly hard. It probably has Loctite or something similar that bonded it down. You want to cause the product to shatter, loosing it's bond to the metal.
This is how I would attack it.

I used to TIG weld small Allen wrenches to the heads of bugged up screws like this when I did machine repair.
The heat makes it really easy to turn loose.
If a weld shop is near by its an option.

Hey vvlbs, off topic, but how did the Aransas NWR hunt go last year. My neighbor and I bought permits for the first rifle hunt, are you going again?

RD, although I didn't get a deer, it's well worth it. I only got to go two days, had a huge either 4pt or spike come about 20 feet from me, but I was using the restroom and it was hard to swing the Ruger 77 around and get him. Several deer and hogs taken during that week, but none by me. It's federal so you can tag bucks under 13 inches too. I haven't signed up yet. Thanks for asking!

Was thinking when I dropped it off, the open sights may have worked if I took the cheek pad off?

My bud said that the TC encore peep fit and gets good eye relief with cheek riser off. Said he got her shooting good
