Well those of you fine gents wishing me to act as your 'personal shopper / arms dealer' should know from the outset that the only 'End User Certificate' I am familiar with would be a sheet of toilet paper..!! 
I seem to recall, some years back, didn't Bass Pro Shops get themselves fined very heavily for exporting (ie selling) two rifle scopes to someone in the EU.. of course we all know that scopes with mil-dot reticules are bound to be responsible for someone wanting to take over the world..!!

Careful, the sniffer machines at the airports are prone to 'nitrate' alerts.
Must be why they are intent on searching baby diapers.
