take a rossi mares leg and drill a hole in the butt stck about 3 inches deep.

take a steel rod, say 3/8", no threads, and weld a flat plate on one end. so that when you slide the steel rod in the hole you can put the mares leg in you safe or gun rack and it will the fit the rifle slots.

technically speaking it is only for a stacking or storing use. would this be a short barreled rifle since it is not attached, only slid into the stock?

I'm no lawyer but I'd be checking the BATFE rules closely BEFORE modifying that gun.
BATFE surprises are seldom pleasant experiences and the law is convoluted and is in a constant state of flux.
Lawyers draft laws and seem to make them purposely complex in order to make work for themselves and their peers.
Perhaps the NRA legal department could be helpful in that regard if you're a member. :?:
