Starting out with a Savage from Wal Mart is a pretty good way to get a solid base for a rifle. Another tip that was given to me many years ago was to always spend twice as much on the scope as you do the rifle. The SWFA scopes would be my first choice: http://www.snipercentral.com/ss1042.phtml

I have been shooting out to 1k with my AR in .223 and have been looking for a bolt gun for the wife. You want 1:7 or 1:8 twist so you can shoot 55-90gr bullets. Out to 350m 69gr and 77gr will work fine but you can't beat the 80gr bullets. For your price range your best bet will be the Savage VLRP in 1:7 twist if you don't mind single shot. If you want magazine feed go with the Model: 12 VLP DBM in 1:7.
